AI & Geopolitics | AI4Gov Dialogue

Artificial Intelligence is no longer just a technological tool—it is a geopolitical battleground. Today, Big Tech and authoritarian regimes dominate AI development, prioritising surveillance, profit, and control over democratic values. From Trump’s digital sanctions against ICC judges to China’s social credit system, from military AI targeting to algorithmic manipulation of public opinion, AI is reshaping power structures—often at the expense of transparency and citizen agency. 

Meanwhile, Europe stands at a crossroads. The European Parliament’s Resolution on Technological Sovereignty (February 2026) calls for reducing dependence on non-EU digital supply chains, while the upcoming Cloud and AI Development Act aims to reclaim autonomy in AI and data infrastructure. However, independence goes hand in hand with technological leadership, as outlined in the Digital Europe’s AI and Tech Declaration (2025). 

It is a fact that technology diplomacy has become crucial in international relations. If Europe fails to act decisively, it risks losing not just technological ground but political sovereignty.  

This AI4Gov Dialogue asks: How can Europe—and the public sector—navigate this high-stakes landscape?  

Key Questions for Discussion 

• What are the risks of Europe’s dependency on non-EU AI infrastructure? 

• Can the upcoming EU initiatives (e.g. InvestAI, Chips for Europe, Cloud and AI Development Act, etc.) foster real autonomy in AI? 

• What concrete policies must Europe adopt to lead – not follow- in AI governance? 

• What skills and frameworks do public institutions need to govern AI responsibly?
